Elyria man, woman arrested in drug raid

An early morning drug raid June 20 executed by the Elyria Police Department Narcotics Unit and the Elyria Police Special Response Team netted two arrests on Middle Avenue, according to a report from Elyria police.

Richard Oliver Jr., 38, was charged with traffickin­g heroin, traffickin­g fentanyl, possession of heroin, possession of fentanyl, possession of oxycodone, having weapons under disability and drug parapherna­lia.

Shanikwa Chapman, 37, was charged with permitting drug abuse, a fifth-degree felony.

Around 7:30 a.m., officers entered 1024 Middle Ave., following an on-going investigat­ion into heroin sales at the home, the report said.

Upon entering the home, police located Oliver and Chapman in the front living/bedroom, the report said.

Detectives conducted a search and found illegal narcotics, drug equipment and proceeds from the sales of illegal drugs, according to the report.

The home also is located within 100 feet of Elyria Head Start Elementary School, 1215 Middle Ave., the report said.

Police seized .9 grams of Fentanyl, 2.9 grams of heroin, individual foil packages containing a total of 2.4 grams heroin, a napkin with individual foil packets, a Key Fob digital scale, a bag containing one gram of marijuana, 18.1 grams of suspected powder cutting agent, Acetaminop­hen and Hydrocodon­e pills, cell phones, a CD containing photos from search warrant and $1,580 in cash, the report said.

This is the second time since 2013 that Elyria police conducted a drug investigat­ion at Chapman’s home, according to the report.

Oliver told police he is addicted to heroin and claimed ownership of the narcotics, the report said.

Following the raid, police contacted the city of Elyria’s building superinten­dent because of the condition of the home, the report said.

The property was found to be “unsafe” and “unsanitary” for human occupation, the report said.

Police also removed two pit bull mixed breed dogs from the home, which were unlicensed and tied outside of the home.

Municipal Judge Lisa A. Locke Graves will preside over Oliver’s preliminar­y hearing at 2 p.m., June 27. Oliver is in jail on a $140,000 bond.

Court officials have not set a preliminar­y hearing for Chapman, who is free on a personal bond.
