Angel Arroyo arrested following crash

It is the third time in a little over a year Arroyo is facing criminal charges.

Lorain Ward 6 Councilman Angel Arroyo was arrested on the night of March 11 stemming from an alleged drunken driving incident. It is the third time in a lit- tle over a year Arroyo is facing criminal charges. Lorain police arrested Arroyo on a charge of OVI after a crash near the corner of East 28th Street and Pearl Avenue. The Lorain Police Department responded to the crash about 10:30 p.m., where Arroyo said he was making a right turn in a chrome 2014 Toyota Scion onto East 28th Street from Pearl Avenue when he was struck by a black 2010 Hyundai Elantra driven by a 43-year-old Lorain man, according to the police report. Officers noted that Arroyo’s eyes were “red and watery,” he seemed disoriente­d and they could detect the odor of an alcoholic beverage, the report said. When officers repeatedly asked Arroyo for his driver’s license, he attempted to give them his registrati­on. He denied having anything to drink that night. Police then were approached

by a Lorain man who claimed Arroyo could not have been the driver of the Scion because he had been drinking with Arroyo at a bar down the street shortly before the crash.

Arroyo was “very uncooperat­ive” and refused to complete field sobriety tests, according to the report.

When Arroyo was informed that refusal to take the tests would result in his arrest, he placed his hands behind his back and continued to refuse the tests, the report stated.

Arroyo was transporte­d to the Lorain City Jail where he refused to take a breathalyz­er test, the report said.

Police ultimately transporte­d Arroyo to the Lorain County Jail.

Arroyo was later released after posting a $2,100 bond.

He is scheduled to appear in Lorain Municipal Court at 9:30 a.m., March 14.

Arroyo has a pending case on charges of domestic violence and resisting arrest involving his wife Jan. 14.

He has a March 26 pretrial on the case in Lorain Municipal Court.

In January 2018, Arroyo was ordered to pay $500 in restitutio­n and $300 in fines after pleading no contest and being found guilty of disturbing the peace and obstructin­g official business from a Dec. 2, 2017, incident.

In that incident, Arroyo had been out drinking with friends to celebrate his birthday and got into an altercatio­n with police outside of one of his companions’ home.

In return for his plea, prosecutor­s dismissed charges of resisting arrest, disorderly conduct by fighting and disorderly conduct by intoxicati­on in that incident.

His driving record showed a prior OVI conviction in 2003, according to the report.
