Here are the questions and issues that will appear on Lake County ballots in the Nov. 6 general election. Lakeland Community
College (Countywide): A 28-year, $40 million bond issue (est. .4-mill) for purchasing sites and for the purpose of all or part of the cost of purchasing sites and for the erection, furnishing and equipment of buildings, including buildings used for applied engineering and manufacturing, math, student readiness and support, and for the acquisition or construction of any property which the board of trustees of the community college district is authorized to acquire or construct, including infrastructure and improvement and repaying moneys previously borrowed, advanced, or granted and expended for such purpose to issue and sell bonds of the college district.
Fairport Harbor: Five-year, 3.9-mill, renewal levy for current operation expenses.
Kirtland Hills: Charter amendment proposing that transfer from the Capital Improvement Fund to General Fund be added to the village charter which shall read as follows: “Notwithstanding the restrictions set forth in Section 10.3 as to disbursements from the Capital Improvement Fund, the council by ordinances passed by not less than a two-thirds vote of all members may authorize transfers from the Capital Improvement Fund not to exceed $500,000 in any fiscal year.”
Leroy Township: Five year, 1.5-mill renewal levy for roads. Madison Fire District:
Continuing, 2-mill additional levy. Madison Local Schools:
Five-year, 1-mill levy for general permanent improve-
ments.
Morley Library: Continuing, 1-mill renewal levy for current expenses. Mentor City Precinct 1E:
Shall the sale of wine and mixed beverages and spirituous liquor be permitted for sale on Sunday between 10 a.m. and midnight by Meijer at its 9200 Mentor Ave. store? Mentor City Precinct 4D:
Shall the sale of wine and mixed beverages be permitted for sale on Sunday between 10 a.m. and midnight by Convenient Food Mart at its 4680 Corduroy Road store? Mentor-on-the-Lake:
Charter amendment proposing that a 1.5-mill police operations levy be continued for another five years. Mentor-on-the-Lake:
Charter amendment proposing that a 1.1-mill fire operations levy be continued for another five years. Mentor-on-the-Lake:

posing that a 1.2-mill road construction and repair levy be continued for another five years. Painesville Township:
Continuing, 1.95-mill additional levy for roads, bridges, trails, walkways, etc.
Waite Hill: Charter amendment to require the mayor to provide notice and an opportunity to be heard to an employee prior to the imposition of discipline on the employee if the discipline is a suspension, transfer, reduction in rank, or discharge from employment.
Wickliffe: Continuing, 3-mill additional levy for fire and police.
Willoughby: Charter amendment to provide that the term for each member of council shall commence on the first day of January following the council member’s election.
Willoughby: Charter amendment to provide for the vice president of council to have the authority to per- form the duties of council president in the absence of the council president.
Willoughby: Charter amendment to provide that the mayor, upon election, shall commence and assume office on the first day of January following the mayor’s election.
Willoughby: Charter amendment to delete and eliminate in its entirety Article VI, section 5 and its language reading “this article and all ordinances, rules, and regulations shall be liberally construed to give effect to the beneficial distribution of population, and the orderly development, improvement and general welfare of the city.” Willoughby Precinct 5C:

Schools: 10-year, $7,600,000 (est. 4.81-mill)

Public Library: Seven-year, 2-mill (1-mill renewal plus 1-mill increase) levy for current expenses.
Willowick: Charter amendment to provide city council the power to levy a municipal income tax at a rate not to exceed 2.5 percent. Willowick Precinct 1A:

Two statewide issues (kidney dialysis patient protection; neighborhood safety, drug treatment and rehabilitation) will appear on the November ballot. The ballot language for the issues has not been finalized.
