Mentor awards 30-plus road projects
Mentor-on-the-Lake work included in contracts
The city of Mentor is bumping up investment in its road repair program and saving money simultaneously.
This is being accomplished by re-evaluating a couple of capital projects and adding them to the 2019 Local Road Repair Program.
City Council on Feb. 19 awarded contracts for asphalt and concrete work on more than 30 neighborhood streets.
The total cost is $1.85 million, up $500,000 from last year’s expenditure. The increase will allow incorporation of Wake Robin and Glen Lodge, two Headlands community roads that had been slated for total reconstruction.
The two were next in line for the work following major projects on Marigold and Orchard Road.
“By moving up Wake Robin Road and Glen Lodge Road to this year, the city is able to rehabilitate each street before they get to the point of needing to be completely reconstructed,” Mentor Civil Engineer Allen Pennington said.
An asphalt overlay and replacement of a portion of curbing will be performed, at a cost of about $200,000 per street.
This is a 90 percent savings on the rehabilitation cost of each street.
“It’s a fairly large addition to our asphalt contract, but it’s a far cry from a total reconstruction we’re seeing on Marigold and the like,” City Manager Ken Filipiak said.
The other streets scheduled for asphalt resurfacing are the following: portions of Birchwood Drive, Burridge Avenue, Butternut Lane, Carlton Court, Cross Street, Green Valley Drive, Grovewood Drive, Harley Lane, Iroquois Trail, King Memorial Road, Lorrey Place, Mary Lane, Parker Drive, Rockingham Road, Rosebud Drive, Seneca Trail and Winfield Drive.
Chagrin Valley Paving of Chagrin Falls won the bid with a projected cost of about $1.3 million.
A & J Cement Contractors, Inc. of Euclid submitted the lowest total bid of $620,165 for the concrete repair portion of the program. Streets to be improved are portions of Belvedere Drive, Bluejay Lane, Brambleside Lane, Doral Drive, Gatewood Drive, Hackberry Drive, Hoover Drive, Ohio Street, Polk Court, Ridgeside Drive, Sunnyvale Court and Woodbury Court.
All work is to be completed by Aug. 16.
Due to traffic volume, the street that could see the biggest impact to traffic flow is King Memorial Road between Chillicothe Road and Route 84, Pennington said.
“No significant impacts to traffic are expected,” he said.
Two-way traffic will be maintained on all streets throughout construction by use of flaggers.
Average daily traffic on King Memorial is about 5,000 vehicles.
Council also approved its annual agreement with Mentor-on-the-Lake, including that community’s road projects in the bid specifications.
This allows Mentor-onthe-Lake to take advantage of favorable contract pricing. The city will provide its own inspection and deposit funds with Mentor to cover its costs.
Concrete work will be done on Reef Drive along with securing sewer grates on Maplewood, Linden and Reynolds. Asphalt work is planned on Liberty Street from Lakeshore to Lincoln, Goldenrod Drive from Andrews Road to Beech, and Sharon Drive from Andrews to Beech.
Mentor-on-the-Lake City Council held off approving its end of the bargain until Mentor passed its ordinance, Mayor David Eva said.
