New road extension at Encore Estates complete

A ribbon-cutting ceremony was held for the Encore Estates at Heisley Park housing developmen­t being built in Painesvill­e City. The event marked the completion of a specific phase of constructi­on which saw the extension of Elizabeth Boulevard to Shamrock Boulevard.

The boulevard extension was done in order to provide “over 600 area homes with a much better means of ingress and egress,” according to a new release from the developers.

The complex, located at 1458 Elizabeth Blvd., has been initially slated to feature 166 single-family units, managed by Ryan Homes. Developers also state an additional 119 unit senior living facility, managed by the Clover Group, will be built.

The property had remained in limbo for several years after the city foreclosed after original owners, Leimco Developmen­t, fell behind on tax payments. After an assessment was made on the parcels, Encore Developmen­t President George Davis obtained them after agreeing to pay $125,000 in outstandin­g liens, which were delaying developmen­t of the senior living facility.

Ultimately, City Council voted to turn the area into a tax incentive financial district. This allowed developers to make set annual payments to the county in lieu of any property tax payments.

City officials have stated that despite Encore Estates at Heisley Park netting the city zero property tax revenue due to the TIF status, they expect over $50 million in new investment­s after the housing is completed.
