Progress being made on sewer project

Madison Village Council has received an update on the community’s sanitary sewer interconne­ction project.

Assistant Village Engineer Andrew Lubonovic, during council’s Feb. 13 meeting, discussed the progress being made by Chivers Constructi­on, which is performing the sanitary sewer interconne­ction for the village.

Chivers, based in Fairview, Pennsylvan­ia, was awarded a $7.4 million contract by Village Council in August to build the new system.

The sanitary sewer interconne­ction project will involve constructi­ng a new trunk line to convey the village’s wastewater to Lake County’s sanitary sewer pump station. That station is located near Immaculate Conception Catholic Church on Hubbard Road in Madison Township.

Lake County then will complete a companion project involving the installati­on of a new trunk line to direct the village’s sanitary sewage to the Lake County Utilities Department Wastewater Treatment Plant on Cashen Road in Madison Township.

As of Feb. 13, Chivers had installed a little more than 1,000 feet of the new sanitary sewer main line, Lubonovic said. The company started constructi­on on the endeavor in early December.

This week, the company was busy working along Hubbard Road near Immaculate Conception Catholic Church.

Along with installing more of the main line, Chivers has built some new manholes and made sanitary sewer lateral reconnecti­ons in this section of Hubbard Road.

The company has achieved good progress on the project by conducting dewatering operations, which have lowered the water table to levels that are below where crews are working undergroun­d, village Administra­tor Dwayne Bailey added.

Lubonovic said Chivers likely will spend the rest of this week installing more of the sanitary sewer main line on Hubbard Road.

Next week, the company plans to mobilize an additional crew on Middle Ridge Road in Madison Village, he said.

This group will be relocating an 800-foot section of an existing water main line to accommodat­e installati­on of another segment of the new sanitary sewer line.

During the Feb. 13 council meeting, Bailey said the overall sanitary sewer interconne­ction project isn’t expected to be completed until at least fall of this year.

Once the interconne­ction is finished and functionin­g, the village will stop accepting and treating wastewater, and decommissi­on its wastewater treatment plant on Middle Ridge Road.

Madison Village ultimately will transfer billing, operations and administra­tion of sewer and water service in the community to the Lake County Utilities Department.

That transition was approved in February 2018 through an agreement involving Madison Village and Lake County commission­ers.
