Woman accused of allowing traffickin­g of daughter, 14

An Oklahoma City mother accused of allowing a pimp to traffic her 14-year-old daughter for prostituti­on has been charged with felony child neglect.

Lucille Nicole Burley, 37, was charged Wednesday in Oklahoma County District Court. Prosecutor­s allege Burley allowed the prostituti­on and assisted her daughter in selling marijuana between October and December.

On Dec. 29, an undercover officer made arrangemen­ts to meet an escort through backpage.com, an Oklahoma City police detective wrote in an affidavit. When the officer met with the escort at a motel, she offered sex for $160, the detective reported. The escort was arrested and it was discovered she was 14, according to the affidavit.

Police then arrested Leshawn Dwayne Russell, who was found in the motel’s laundry room, police reported. Russell, 37, of Oklahoma City, told police the 14-year-old “was his girlfriend and they had been together for a couple months.”

Russell is accused of arranging sexual dates for the 14-year-old by posting ads on backpage.com. Police also reported Russell rented the motel room that night and had $557 from prostituti­on. Russell was charged Jan. 12 with multiple felonies, including human traffickin­g, seconddegr­ee rape and forcible oral sodomy. Police reported he had sex with the girl on multiple occasions.

Police questioned Burley after the incident at the motel. She told police she had been dropping off her daughter “for multiple days at a time” at motels and a restaurant near Interstate 40 in Oklahoma City. Bruley told police her daughter had been selling weed in Oklahoma City.

When police talked to Burley’s other children, one girl said she told her mother about the victim being sexually active and offering sex in exchange for a cell phone.

“That sister was told to stay out of her sister’s business, indicating that the victim’s mother knew the money was coming from sexual acts,” according to the affidavit.

Police also found framed letters in the victim’s bedroom “from an inmate currently incarcerat­ed for rape,” the detective wrote in the affidavit. The letters described sexual acts between the girl and the inmate, police reported. The girl also is addressed as “Wifey” in the letters, according to the affidavit.

Russell has been in the Oklahoma County jail since Dec. 30. Burley hasn’t been arrested, jail officials said Thursday afternoon.
