Children sexually abused again, police report

TULSA — Children who had previously been sexually abused by their caretaker’s boyfriend were again abused after they were placed under a new caretaker, according to court records.

Authoritie­s allege Curtis Wayne Cochran sexually abused children who were left in Valerie Christine White’s care.

Prosecutor­s charged Cochran and White on Wednesday with child neglect and abuse by a caretaker. Cochran is additional­ly charged with feloniousl­y pointing a firearm, two counts of sexual abuse of a child under 12 years old and possession of a controlled drug, according to court documents.

White became their caretaker after her relative, Christina Mathews, and her boyfriend were convicted of abusing and neglecting them.

Tulsa Police Cpl. Mark Kraft said the children are now under the purview of the Oklahoma Department of Human Services.

Court records state that the children told investigat­ors Cochran performed multiple sexual acts on them.

Cochran allegedly used at least two electric stun guns and a rifle to exercise control over three children and a 24-year-old woman with “mental delays and functions,” according to a probable cause affidavit. White is accused of being complicit in the abuse.

Most of the alleged abuse occurred from March 2016 through at least November 2017.

The 24-year-old woman reported to police that Cochran “would hold the gun and tell her that he was going to shoot her if she did not do what he asked,” police state in the affidavit. The woman also told police she was electrical­ly stunned at least 18 times while living with White and Cochran at a residence in the 5000 block of South 30 West Avenue.

The woman reported to police that Cochran sold her for sex “in exchange for methamphet­amine,” investigat­ors state in the affidavit. Cochran was allegedly twice arrested on allegation­s that was in possession of meth on Sept. 23, 2017 and Feb. 21, 2017.
