Authoritie­s ID suspects in northeast Oklahoma standoff

JAY — Delaware County authoritie­s released the names of two suspects in Monday’s hostage standoff near Oaks.

Officers fatally shot James Matthews Rogers, 34, at a rural residence located between Oaks and Twin Oaks, about a mile and half from U.S. 412.

A second suspect, Randy McDonald, 23, of Pryor, was taken into custody separately.

McDonald is being held in the Delaware County jail on several complaints, including receiving and concealing stolen property, possession of a firearm with an altered ID during the commission of a felony, carrying or possessing a firearm as a convicted felon, removing or altering a firearm’s serial number and obstructio­n of officers.

The two men were driving what authoritie­s said was a stolen car and were spotted by an Oklahoma Highway Patrol trooper and a Delaware County sheriff’s deputy, who had pulled off the highway and were discussing a rash of burglaries in Delaware and Cherokee counties.

The officers pursued the car for about two miles before it turned onto 575 Road and crashed in a field. The occupants then fled on foot in different directions, said Oklahoma Highway Patrol Trooper Colby Overstreet.

McDonald later was taken into custody walking on a rural Delaware County road.

Rogers, however, broke into Tony and Connie Manley’s mobile home, where he took Tony Manley hostage and pistol-whipped him, family members said. The standoff with law enforcemen­t personnel ended when Rogers was fatally shot, and Manley was taken to the Siloam Springs Regional Hospital in Siloam Springs, Arkansas, where he was treated and released.

Mayes County District Court records show McDonald has several charges dating to 2013, including possession of stolen vehicle, domestic assault and battery and obstructin­g and resisting an officer, as well as weapon and drug violations.

He was charged in 2017 with unauthoriz­ed use of motor vehicle knowingly concealing stolen property, possession of firearm after former felony conviction and possession of controlled dangerous substance.

The charges were all noted to be after former conviction of felony.

He was released on a personal recognizan­ce bond in November and was set to return to court on May 2, court records show.
