Oklahoma City police arrested four individuals involved with painting street murals near police headquarters on disorderly conduct complaints Wednesday.

According to video footage taken by Mia Hogsett, one of the arrested individuals, and provided by police, t he small group had gone to police headquarters to make a police report against an officer.

When the group was told they could not come into the lobby due to COVID19 concerns and to call 9-1-1 to make a report against an officer, police

Capt. Larry Withrow said at a news conference that they became“verb ally aggressive.”

All f our were booked on disorder ly conduct complaints, but Hogsett, 31, was also arrested on a complaint of planning to commit an act of violence. Police would not specify, but video footage showed Hogsett saying she would burn t he police station down.

The Wednesday confrontation spurred from a si t uation on Tuesday where t hose painting a street mural along Shartel Avenue — which included various flags dedicated to minority communities and the words" Black Lives Matter" — moved barriers into an intersection, which police say was outside of the painter's permit zone.

When a police officer tried to get to headquarters, his route was blocked. He tried to move the barriers, and the mural group then surrounded his car, the video showed.

Painters yelled at the officer while the group's organizer, Brandon Riles, showed the officer their permit.

“Ultimately t he officer backed up and went a different route in order to avoid any further conflict ,” according to a police news release.

This was the incident the four individuals wanted to report Wednesday.

Video from Hog sett shows the group yelling and knocking on the lobby doors after being told they couldn't come in. Multiple other civilians were allowed inside during the same time frame.

Various officers came to talk to the group but quickly left. At one point, an officer opened the door for a delivery. When one of the individuals tried to follow the delivery person in, officers blocked the door.

Shouting ensued, and Miracle Parks, 1 9, was pushed backwards by an officer. Officers then arrested Parks.

Later, officers also came out and arrested Sincere Terry, 1 9, who had been talking to 9-1-1 and making personal calls for Parks.

Eventually Hogsett and Tyreke Baker, 20, were also arrested.

Baker' s mother, Charise, said she had been watching his live footage of the incident and “my heart just sank."

She said Baker had

previously paged at the state Capitol, won leadership scholarships and sat on community boards, but was still in trouble for trying to exercise his rights.

“Th everything they pushed him to do — have a voice, be the change — he did that and then they send him to jail?” Charise
