Board OKs $195,000 contract for township manager

Ken Sperring is the new board president

When the township board of supervisors met for its re-organizational meeting on Jan. 3, it got more than a new board member and a new board president.

They also voted to approve new, two-year contracts for Township Manager Dan Kerr and Assistant Manager Beth DiPrete.

Newly elected Supervisor Linda Irwin was sworn in for her first term and reelected Supervisor Kara Shuler was sworn in for another.

Supervisor Ken Sperring Jr. was elected board president and Michael McCloskey, who was absent, was re-elected board vice president.

Supervisors voted unanimously to approve both manager contracts.

Kerr’s contract calls for his salary to remain unchanged from the amount he earned in 2021 — $180,250.

However, his contract also calls for the township to make an annual contribution of 8 percent of his salary to a deferred savings account, which will amount to an additional $14,420. That brings his total compensation for 2022 to $194,670 —.which is the same as it was in 2021.

Although the contract ties Kerr’s raise next year to whatever raises are provided to the township’s nonuniformed employees, who are not unionized, that can change.

In 2022, non-uniformed employees received a 3 percent raise. Kerr received no raise. Raises in 2023 will be determined when the budget for that year is assembled and adopted at the end of this year.

“Some years I get the nonuniformed raise, and sometimes I have not. Because of my salary level, 3 percent is much higher than other employees, and the board has analyzed that through the years in determining my annual compensation,” Kerr explained.

“As an example, if they give the non-uniformed employees 1 percent, then they may be comfortable leaving it alone. If they feel 3 percent that is afforded to all others in 2023 is too high at my base salary level, they may offer me less,” according to Kerr.

Additionally, Kerr’s contract will remain in effect even after the two-year term expires on Jan. 2, 2024, “until the board of supervisors act to renew or terminate his contract,” according to the language in the contract, which Kerr provided.

Kerr gets the same health insurance, and other health benefits as the other nonuniformed employees and under the same terms, according to the contract. the

contract also provides for a $700 per month vehicle allowance, but Kerr noted he does not take advantage of that clause and instead uses a township vehicle.

“The terms of my contract

have not changed in any significant manner since I started in Limerick in 2006,” according to Kerr.

DiPrete’s contract is similar to Kerr’s, including the annual 8 percent contribution

to a deferred savings account, with one major difference — it contains no salary figures. Instead, the language merely says her salary will be “negotiated annually” with the board.
