ANDREW FLECK
Andrew C. Fleck, MD (94) East Nassau, N.Y. died July 12, 2018, Troy, N.Y. Born in Troy, N.Y., Andrew was the son of the late Andrew C. Fleck Sr. and Maude Clapper Fleck. A 1941 graduate of Lansingburgh High School, he attended Rensselaer Polytechnic Institute until his 1943 enlistment in the U.S. Army. While in the Army, he earned his M.D. degree from Albany Medical College in 1947. He subsequently graduated from Johns Hopkins University with a Master’s degree in public health and then received his law degree from Albany Law School in 1953.He served as Rensselaer County Commissioner of Health from 1953-1958 before joining the New York State Department of Health in 1958, where he remained until his retirement in 2010. During his long tenure at the Health Department he served in many high level positions, particularly during the administration of Governor Nelson Rockefeller, including as First Deputy Commissioner and Director of the Division for Maternal and Child Health. Throughout his career he brought his unique understanding of law, medicine, and public health to many diverse legislative and public policy initiatives. Among these was the development of New York’s Clean Water Act, the early response to the AIDS crisis, and analysis of birthing practices in New York. In addition to his parents, his sisters, Jean Fleck Butler and Shirley Fleck Johnson predeceased him. Andrew is survived by his wife, Susan L. McCormick and daughter, Carla Fleck Humbert (Marc) and his grandchildren Jacob Humbert (Alicia) and Addison Humbert (Dan Schechter). He is also survived by three great grandchildren, Maya, Isabel and Lucas. He will be greatly missed by all. Services are private at the convenience of the family, who request no flowers.
