Child endangerment: Nilda L. Alicea, 34, of Troy, was arrested at 12:11 a.m. Nov. 13 and charged with endangering the welfare of a child and second- degree harassment.

Warrant: Demeterious A. Melbourne, 35, of Albany, was arrested at 3:19 a.m. Nov. 13 on an outstanding warrant.

Contempt: Ishmael A. Smythe, 45, of Troy, was arrested at 5:04 a.m. Nov. 13 and charged with second-degree criminal contempt and third- degree unauthorized use of a vehicle.

Warrant: Jill A. Testa, 65, of Albany, was arrested at 8:58 a.m. Nov. 13 on an outstanding warrant.

Unlicensed driving: Lashana DJ Smith, 35, of Troy, was arrested at 9:40 a.m. Nov. 13 and charged with third- degree aggravated unlicensed operation and two vehicle and traffic infractions,.

Larceny: Arcel I. Downs, 34, of Troy, was arrested at 11:45 a.m. Nov. 13 and charged with petit larceny.

Warrant: Skylar D. Sawyer, 23, of Johnsonville, was arrested at 11:52 a.m. Nov. 13 on an outstanding warrant.

Unlicensed driving: Nelson Ortiz-Laboy, 47, of Troy, was arrested at 4:08 p.m. Nov. 13 and charged with third- degree aggravated unlicensed operation and two vehicle and traffic infractions.

Obstruction: George E. Davis, 20, of Troy, was arrested at 4:55 p.m. Nov. 13 and charged with second-degree obstructing governmental administration and second-degree harassment.

Mischief: Davonte S. Davis, 24, of Troy, was arrested

at 5:03 p.m. Nov. 13 and charged with fourth- degree criminal mischief and second- degree obstructing governmental administration.

Strangulation: David R. Vanepps, 68, of Troy, was arrested at 5:05 p.m. Nov. 13 and charged with second- degree strangulation and second- degree harassment.

Unlicensed driving: Jamal C. Carter, 32, of Troy, was arrested at 7:30 p.m. Nov. 13 and charged with third- degree aggravated unlicensed operation, fifth- and seventh- degree criminal possession of a controlled substance, possession of marijuana and a vehicle and traffic infraction.

Aggravated harassment: Gerald W. Smith Jr., 28, of Troy, was arrested at 9:37 p.m. Nov. 13 and charged with second- degree aggravated harassment, first- degree criminal contempt and also on an outstanding warrant.

Assault: Messiah M. Bryan, 23, of Troy, was arrested at 11:06 p.m. Nov. 13 and charged with seconddegree assault and fourthdegree criminal possession of a weapon.

Warrant: Raymond F. Skaarup, 66, of Troy, was arrested at 11:59 p.m. Nov. 13 on an outstanding warrant.’

Unlicensed driving: Ty- ler R. Kelly, 24, of Ganesvoort, was arrested at 1:03 a.m. Nov. 14 and charged with third- degree aggravated unlicensed operation, an outstanding warrant and a vehicle and traffic infraction.

Unlicensed driving: Kevin O. Mumphrey, 35, of Albany, was arrested at 3:10 a.m. Nov. 14 and charged with third- degree aggravated unlicensed operation and a vehicle and traffic infraction.

Operating vehicle without interlock: Darnell J. Kellum, 25, of Latham, was arrested at 11:04 p.m. Nov. 14 and charged with operating a vehicle without interlock and three vehicle and traffic infractions.
