Madden tabs Barker as new Troy assistant police chief
Mayor Patrick Madden announced the promotion of Captain Steven M. Barker to the rank of assistant chief of the Troy Police Department.
“The department will benefit greatly from the promotion of Captain Barker to this leadership position. He represents a new generation of law enforcement professionals who bring a wide range of skills and knowledge to their roles within the department. I am confident he will uphold the standards of excellence expected of our police department, and help shape the future of TPD in their mission to serve and protect the residents, families, and businesses of Troy,” Madden said.
“I am humbled to continue serving the residents and families of Troy as Assistant Police Chief. With the support and assistance of my fellow officers, command staff, and department leadership, I will strive to meet the challenges and responsibilities that this new position entails. I thank Mayor Madden for this opportunity to serve the community and help move our department forward,” Barker remarked.

Steve has always led from the front and is well respected and admired by the department members and the community we serve. I’ve always been impressed with his dedication to the job and the compassion he shows to others. He will be a valued member of TPD’s command staff, and I look forward to working closely with him in managing and overseeing the continued growth and modernization of the department,” Troy Chief of Police Daniel DeWolf added.
Assistant Chief Barker has served with Troy PD for 12 years (2009). Barker previously held roles in patrol, investigations, and training. Currently, Asst. Chief Barker commands the Technology & Grants unit, including the recent priorities of administering the deployment of the body-worn camera project and upgrades to the City’s street camera network. Additional assignments include alternate Patrol commander for the second and third platoons, public information officer, and commander of the Homeland Security team.
He is the recipient of several commendations, unit and division citations. Barker holds a BA in Public Administration and Information Technologies and is a recent graduate of a three-month NYS DCJS Evidencebased policing course led by George Mason University. He also recently completed the GallagherWestfall Group Leadership and Performance Management course, hosted by the New York State Police. Assistant Chief Barker was born, raised, and lives in the Capital District with his wife and daughter.
Barker will formally be promoted during a ceremony on Friday, Sept. 3 at 10 a.m. at Loft 433.
