WINSTED >> John Dwan, the owner and operator of the IGA Winsted Super Saver on Main Street, said Monday that he hopes to sell the property and retire after serving the community for more than three decades.

Community Health & Wellness of Greater Torrington applied for a special permit to relocate into the property at 372-376 Main Street last Monday, which, if approved, would result in the closing of the grocery store

If the permit is granted, Dwan said, he plans to sell the property to the healthcare provider and step away from the business he has run since August of 1981.

“There’s a time for everything,” said Dwan, as he kept an eye on the deli counter in the grocery store Monday night. “(There’s) a lot of sadness, a lot to look forward to, a lot of memories, a lot of gratitude, but it’s time.”

Dwan, an East Caanan resident who was born and raised in Litchfield, said he appreciated the patronage of Winsted residents over the years.

After retiring, he said, he plans to take some time off, then turn

his attention to other pursuits.

“It’s been wonderful. It’s a circle — it’s not all one way or the other,” said Dwan. “The people of Winsted have been very, very kind to me, and I’ve tried to provide a grocery store that serves the specific needs of people in the area — and it’s worked out great.

“It’s been a great experience, it’s been a great 36 years, and I’m very happy about it,” he said.

Dwan was recognized for his years of service in 2015, when he was named a Paul Harris Fellow by the Torrington-Winsted Area Rotary Club.

“Winsted… is filled with the people that care about each other and for each other. A lot of them are in this room tonight, and they know exactly what I mean. I’m happy just to be a part of the town, and do the best I can every day,” Dwan said at the time.

The Planning and Zoning Commission received the application from Community Health & Wellness on March 13. The special permit, Town Planner Steven Sadlowski said, is required as the new location would be considered a “large format medical office” of over 5,000 square feet.

The commission has scheduled a public hearing on the proposal for this coming Monday, March 27.

Community Health & Wellness of Greater Torrington operates a satellite clinic at 115 Spencer Street in Winsted.
