Bronx resident charged with DUI

TORRINGTON >> A man from the Bronx was recently arrested after he allegedly drove his motorcycle on a walking trail while under the influence of alcohol or drugs, according to the Torrington Police Department, and carrying a gun.

Richard Serrano, 55, of 86 Heron Lane, the Bronx, New York, was arrested May 20 and charged with disorderly conduct, reckless driving, illegally operating a motor vehicle under the influence of alcohol/drugs, and illegally carrying a firearm under the influence of drugs/alcohol.

Officers were dispatched to Winsted Road at approximat­ely 7:22 p.m. May 20, according to a probable cause report, after receiving a report “that a male exposed himself then got on a motor cycle and traveled north on the walking trail, at a high rate of speed, nearly striking pedestrian­s.”

The officers, after receiving the plate number from dispatcher­s, stopped the motorcycle on Winsted Road. An officer asked Serrano whether he had exposed himself in the parking lot near the trail and driven his motorcycle on the trail, according to the report.

“Serrano explained that he had to urinate but he urinated near the wood line and was unaware that anyone was in the area. Serrano said he did not realize he was on a walking trail but once he realized it, he exited the walking trail and got back on the main road,” the officer said in the report. “Serrano said he was trying to get back to his hotel. Serrano said he was staying at the Roadway Inn on Winsted Road.”

According to police, Serrano “had an odor of an alcoholic beverage emanating from his breath as he spoke,” and was thus was asked to undergo field sobriety tests. Serrano agreed and failed to pass the test, according to the report.

Serrano also was found to be in possession of a firearm during the encounter, according to police.

“(A) witness to the incident reported seeing Serrano pull onto the walking trail and exit his motorcycle and urinate. The witness also observed Serrano operate his motorcycle on the walking trail, then crash on the grassy area as he attempted to turn left from the walking trail onto Winsted Road,” according to police.

Serrano is free on a $2,500 non-surety bond and scheduled to appear at Superior Court in Bantam June 2.

The Sue Grossman Greenway trail, which connects Torrington and Winsted, begins in Torrington by Harris Drive.
