Amanda

E. Bailey,

38, of Washington Avenue, secondfloor apartment, was arrested Oct. 6 and charged with possession of heroin and percocet, use of drug paraphernalia and possession with intent to sell/dispense, police said.

According to a probable cause report, a Torrington police officer observed suspicious activity in the area of Palmer Bridge and Oak Avenue on the evening of Oct. 6 and identified Bailey as one of the suspects participating in the activity.

“During the encounter, I observed numerous signs of nervousness and conflicting stories between the three suspects,” the officer said. “I asked Bailey (if ) she had anything illegal in her possession and she informed me she had numerous percocets in her purse.”

The officer conducted a search and found 13 oxycodone pills in a brown paper bag with a ledger written on it. The officer also found eight bundles of heroin, two SIM cards and $132 in cash in Bailey’s purse, according to the report.

“Based on my training and experience, when someone keeps a written ledger in conjunction with a scheduled narcotic, it can mean they are selling the narcotic,” the officer said.

While the search was ongoing, Bailey's cellphone “was receiving multiple calls and text messages from different individuals,” according to the report.

“Based on (this) information, I believe I interrupted a transaction of currency for narcotics between Bailey and one of the suspects,” the officer said.

The officer later counted 82 bags in the bundles of heroin found during the search.

Bailey is free on $2,500 bond, and scheduled to appear in state Superior Court in Torrington on Oct. 16., police said.

A Toyota Camry was also seized as a result of the arrest, according to the report.
