Man facing drug charges after abduction report

TORRINGTON — A Torrington man was recently arrested and charged after officers responded to a report of the abduction of a child and found marijuana in his car, according to city police.

Carlos Torres, 38, of 27 Whiting Ave., Torrington, was arrested Nov. 1 and charged with possession of less than four ounces of marijuana, use/possession of drug parapherna­lia — more than a half-ounce of marijuana, use of drug parapherna­lia, risk of injury to child and operating a motor vehicle under suspension.

Multiple city police officers responded to Prospect Street for a report of a potential abduction of a child by a parent just after 6 p.m. on Nov. 1, according to a probable cause report.

Torres had already returned with the child when the officer writing the report arrived on scene, according to the report.

The officer noticed an open tool bag “containing several cigar packages that I know through my training and experience to be used for smoking marijuana,” and the odor of marijuana coming from the vehicle, according to the report.

Torres admitted the bag belonged to him and it contained marijuana and a grinder, according to police.

While searching the bag, the officer also found a pill bottle containing tobacco and razor blades, a portion of a straw containing a white paper residue, a single rolled-up dollar bill and a piece of a torn plastic bag, police said.

“Because Torres was in possession of the above drug parapherna­lia in (which a) juvenile was located and within arms’ reach, while operating with a suspended license, Carlos was placed into custody and charged,” the officer said.

Torres was released on $500 surety bail and scheduled to appear in state Superior Court in Torrington Thursday, police said.
