State Rep. Jay Case, R-Winsted, spoke at a press conference at the state Capitol on April 25 to raise awareness about state dollars owed to the city of Torrington. “Our local budgets have suffered as a result of the state withholding general aid, making cuts to education dollars, and eliminating much needed services,” Case said. “I have advocated for policies that would hold our municipalities harmless. I am calling for the state to release the supplemental tax dollars owed to the city of Torrington.” As a result of the bipartisan budget passing last year, any municipality that has a mill rate above 39 was to be reimbursed by the state for the supplemental dollars that were lost from the implementation of a statewide car tax cap.
