State Rep. Jay Case, R-Winsted, spoke at a press conference at the state Capitol on April 25 to raise awareness about state dollars owed to the city of Torrington. “Our local budgets have suffered as a result of the state withholdin­g general aid, making cuts to education dollars, and eliminatin­g much needed services,” Case said. “I have advocated for policies that would hold our municipali­ties harmless. I am calling for the state to release the supplement­al tax dollars owed to the city of Torrington.” As a result of the bipartisan budget passing last year, any municipali­ty that has a mill rate above 39 was to be reimbursed by the state for the supplement­al dollars that were lost from the implementa­tion of a statewide car tax cap.
