Driver sentenced for hit-and-run

NORRISTOWN >> A 30-yearold Lansdale man has been sentenced to jail time and probation after admitting to a 2016 DUI hit-and-run incident in the borough, records indicate.

Devin William Kulp, who was residing on the 600 block of Knoll Drive at the time of the incident last April, appeared in Montgomery County court and pleaded guilty to misdemeano­r counts of driving under the influence and accidents involving damage to an attended vehicle, according to court records.

Kulp was sentenced to 48 hours to six months behind bars, to be followed by a year of probation. He was also ordered to complete 36 hours of community service, to attend safe driving school, and to undergo a drug and alcohol assessment.

Prosecutor­s withdrew several other counts of misdemeano­r DUI, as well as two related summary offenses, as part of the plea deal, records show.

Lansdale police had said in a criminal complaint that shortly before 10 p.m. on April 19 in the area of South Broad Street and East Main Street, a white Mitsubishi Gallant driven by Kulp collided with a Ford minivan driven by a woman and pushed the minivan up over the curb and onto the sidewalk in front of the Lukoil station, then drove away from the scene.

The woman got the Gallant’s license plate number and after cops ascertaine­d it was registered to Kulp, they went to Kulp’s residence and saw him pulling into his driveway, according to the complaint.

When Kulp got out of his car and began walking to his house, police asked him if he had just been in an accident and he said that someone hit him, then refused to provide an officer with his driver’s license, insisting he was “on private property” and continuing to walk to his front door, the complaint indicates.

Kulp was unsteady on his feet, according to court documents, and after police said they were investigat­ing an accident he agreed to provide his driver’s license but refused to hand over his registrati­on and insurance informatio­n, and did not want to cooperate with the investigat­ion, still trying to walk into his home.

Finally, police told Kulp he was being detained but he resisted and had to be restrained prior to being arrested on suspicion of DUI, the complaint states.

At Lansdale police headquarte­rs, Kulp failed field sobriety tests and was given a portable breath test indicating his blood alcohol concentrat­ion was .134 percent, according to court documents.

Blood samples taken soon after at an area hospital later indicated his blood alcohol concentrat­ion was .183 percent, according to the affidavit.

Jail records indicated Wednesday that Kulp is no longer in custody and is currently serving his probation.
