Cases sent to juvenile court

3 teens linked to fatal shooting will not be tried as adults; court decision pending on fourth teen’s case

BUCKS COUNTY COURT » At least three of the four teenagers originally charged as adults in the Oct. 29, 2016 fatal shooting of 19-year-old Iziah Ramon-Lewis at a Perkasie park will now instead have their cases heard in juvenile court.

Dates for those juvenile court hearings were not yet set, but could come soon, Bucks County Deputy District Attorney Marc Furber said Dec. 7.

“We expect them to be set shortly,” he said.

“Extensive hearings” have also been held on whether the fourth teenager should be tried as an adult or have the case go to juvenile court, he said. He said he’s not sure when that decision will come, but said he doesn’t expect it to be before the new year.

Harrison Moss, 15 at the time, of Wyncote, who police say fired the fatal shot; Christophe­r Pavack and Noah Strickland, both 16 at

the time, from Perkasie; and Carson Kimnach, then 17, of Hilltown, were charged in the case that police said began as an attempt by the four to rob a drug dealer.

They were originally charged as adults with crimes including homicide and robbery.

Following more recent hearings to determine whether the cases should proceed in adult or juvenile court, Bucks County Judge Rea Boylan ruled Kimnach’s, Pavack’s and Strickland’s cases should go to juvenile court.

Furber said his office initially opposed moving the cases back to juvenile court, but after the decision to move the Kimnach and Strickland cases, agreed to the Pavack case also being moved.

Furber said his office continues to want Moss to be tried as an adult, however.

Ramon-Lewis, a 2016 Pennridge High School graduate and member of the school’s football team, was shot once in the chest at Kulp Memorial Park, police said.

Two of the teens, Moss and Pavlack, had handguns taken from Strickland’s home, investigat­ors said in the affidavit of probable cause at the time of the arrests. Kimnach drove the other three to the park, where they walked into the park and met Ramon-Lewis and his girlfriend, who arrived in a vehicle, police said. Ramon-Lewis drove away after Moss and Pavlack brandished the guns at him, then stopped and approached Strickland, Moss and Pavlack, according to the affidavit. Strickland fled on foot, Pavlack fired a shot in the air and, as Ramon-Lewis continued towards Moss and Pavlack, Moss shot Ramon-Lewis from 10 to 15 feet away, investigat­ors said.

Kimnach fled the area after hearing the gunshots, investigat­ors said.
