Dixon City Council to direct staff on interim city clerk

In the 2020 general election Dixon voters approved Measure T, an initiative to change the position of city clerk from an appointed role to an elected one.

However, because the California Government Code allows for a special election to be held Nov. 2 at the earliest, the city is recommendi­ng a clerk be appointed until the next election.

The Dixon City Council w ill prov ide direction to staff to promote and accept letters of intent from individual­s interested in ser v ing in the position on an interim basis at its Tuesday meeting.

According to a staff report by City Attorney Doug White, Measure T will go into effect 10 days after the council declares the results of the general election followed by certificat­ion of the results by the Solano Count y Registrar of Voters. The county certified the results Tuesday, and while the council has not yet voted to declare the results, it will likely do so at its Dec. 15 meeting, allowing Measure T to take effect Dec. 25.

“Pending the Special Election, the City Council must ensure that the duties of the City Clerk are performed,” White w rote. “To do so, the City Council can appoint an interim City Clerk to ser ve until the Special Election.”

The duties of the city clerk include keeping accurate city records, acting as the clerk for the City Council and performing additional duties required by federal, state or local laws, or as directed by the council. To serve in the position, an applicant must be 18 or older and a resident of Dixon.

The city is requesting letters of intent indicating an individual’s qualificat­ions and interest in the position be submitted to City Manager Jim Lindley no later than 5 p. m. Dec. 14.

In other business, the council will authorize the issuance of special tax bonds for the first improvemen­t area of the community facilities district in the Homestead developmen­t and consider a resolution officially establishi­ng campaign contributi­on limits.
