Planning Commission to consider home designs for 4th phase of Valley Glen project

T he Di xon Planning Commission will consider a design review of six model homes in the Valley Glen subdivisio­n at its Tuesday meeting.

According to a staff report by associate planner Scott Greeley, the City Council approved a Planned Developmen­t Plan and tentative map for Valley Glen, an approximat­ely 234-acre subdivisio­n with 671 lots at the southern end of Dixon. Since then, the Planning Commission has conditiona­lly approved design reviews for homes in multiple phases, although not all of them were built out.

On Nov. 18, Alicia Hintzen of Richmond American Homes submitted a design review for Phase 4 Unit 1 model homes. The commission will consider six standard model homes, all of which were prev iously used in the third phase and three of which were used in the second phase.

The six proposed models utilize three different styles: cottage, California ranch, and farmhouse. Each model has three different color schemes, with colors primarily being earthtone grays, browns, blues, greens, and beiges. Despite using the same models from the third phase, the styles from that phase were Craf tsman, Italianate, and Spanish, so Greeley emphasized the two phases would have distinct styles.

The materials used by all models will primarily be stucco, stone, and wood. The front elevations of all models have style- appropriat­e windows and doors, although the proposals do not always include them on the side and rear elevations. Additional­ly, none of the garages have enhanced doors and are uniformly solid with no windows.

The models include two single- stor y homes and four homes that are two stories. The homes range in height from 21 feet and 23 feet for the single- story homes and a maximum of 28 feet for the two- story homes.

Despite the models being approved for a different phase, Greeley wrote that they still must be approved by the Planning Commission. To ensure consistenc­y with Valley Glen and other nearby subdivisio­ns, the staff has made several recommenda­tions:

• Enhancing all garage doors to include windows or other architectu­ral relief.

• If a stone veneer is used in the front, the veneer material must wrap around the side of the house to the fence line and be included as part of a revised set of elevations on either a color or non-colored elevation.

• Hiding the downspout location to the greatest extent possible and painting all downspouts to blend with the house.

• Matching w indow treatments on all elevations.

• Requiring all front setbacks to be 25 feet for the garage from the back of the sidewalk, unless it results in a rear setback that is less than that required by the governing ordinance of 20 percent of the lot depth and no less than 20 feet. If the ordinance is unable to be met, a model will be selected that allows for a minimum of 22 feet from the back of the sidewalk.

• Submitting a final lotting plan to the Planning Division for review and approval.

• Ensuring that all twostory structures on corner lots with a side elevation facing the public street be modified to include additional architectu­ral features, such as shutters or faux windows, on the street- facing side elevation to break up the large empty walls and provide articulati­on. Additional architectu­ral features will be subject to the review and approval of staff.

Additional­ly, Hintzen has submitted front-yard landscapin­g plans. Before a building permit can be submitted, the staff has required the submission of a landscape plan that identifies the entire developmen­t area including where trees and other landscapin­g elements would be installed.

Among the conditions of approval for the landscape plan is the requiremen­t that at least half of the trees be a 24-inch box minimum in order to provide a fuller canopy and that the fencing be the same design as used for the existing homes, which is redwood fencing. The fencing also must be weather treated.

In other business, the commission will consider a conditiona­l use permit, design review, and lot line adjustment to construct a new Popeyes restaurant as well as a separate retail and fueling area adjacent to the existing Popeyes on Dorset Court.
