Unlicensed operation: Allan M. Winney, 35, of Saratoga Springs was arrested at 6:18 p.m. Jan. 21 on Caroline Street and charged with second-degree aggravated unlicensed operation, a misdemeanor.

Drug possession: Katie L. Kelly, 33, of Schenectady was arrested at 3 a.m. Jan. 21 on South Broadway and charged with seventhdegree criminal possession of marijuana and second-degree aggravated unlicensed operation, misdemeanors.

Unlicensed operation: Kyle R. McClellan, 28, of Vernon was arrested at 2 a.m. Jan. 21 on Union Avenue and charged with thirddegree aggravated unlicensed operation, a misdemeanor.

Unlicensed operation: Stephanie R. Daury, 25, of Amsterdam was arrested at 1:08 a.m. Jan. 21 on High Rock Avenue and charged with third-degree aggravated unlicensed operation, a misdemeanor. Unlicensed operation: Omeil N. Selvyn, 33, of Mayfield was arrested at 7:31 p.m. Jan. 20 on Ballston Avenue and charged with second-degree aggravated unlicensed operation, a misdemeanor.

Stalking: Raphael A. Germain, 28, of Saratoga Springs was arrested at 5:29 p.m. Jan. 20 on Lake Avenue and charged with fourth-degree stalking, a misdememanor.

Petit larceny: Oscar H. Willard, 83, of Gansevoort was arrested at 11:39 a.m. Jan. 19 on Nelson Avenue and charged with petit larceny, a misdemeanor.

Menacing: Ben S. Joseph, 34, of Brooklyn was arrested at 9 a.m. Jan. 19 on Lake Avenue and charged with third-degree menacing and second-degree reckless endangerment.
