Man arrested on felony drug charges
A Hot Springs man was arrested on felony drug charges Thursday after Hot Springs police went to check on a report of a man throwing rocks at a dog.
Carroll Wayne Rowland, 55, who lists a Garland Avenue address, was taken into custody around 5 p.m. and charged with felony counts of possession of drug paraphernalia and possession of a controlled substance, each punishable by up to six years in prison, and a misdemeanor count of possession of drug paraphernalia, punishable by up to one year in jail.
Rowland remained in custody in lieu of $7,000 bond and was set to appear Friday in Garland County District Court.
According to the probable cause affidavit, Officers Billy Perkins and Jonathan Smith responded to a residence in the 100 block of Cooper
Street in reference to a report of a person throwing rocks at a dog.
Officers made contact with a man, identified as Rowland, who was seen coming from the rear of the residence. Rowland reportedly told them he had gone to the back of the residence to check on his friend’s dogs, who were barking.
The officers reportedly noted he had a “strong odor of intoxicants, slurred speech and red, bloodshot, watery eyes.”
Rowland reportedly told officers he rode a bicycle to the residence and after noting it might be unsafe for him to ride his bicycle home in his condition, the officers suggested he take a cab.
Smith walked to the back of the residence, where he observed two cans of beer, a jacket and a backpack that Rowland said belonged to him. Rowland reportedly consented for officers to search the backpack and Smith observed a light bulb that had been modified allegedly for use in smoking illicit drugs.
Officers also located a pouch containing a clear baggie containing what later tested positive for less than 2 grams of meth, two brass pipes with marijuana residue and a package of what later tested positive for 3.3 grams of K2, or synthetic cannabis.
