A Malvern man was arrested Thursday after Arkansas Game and Fish Commission officers allegedly saw him exposing himself in the woods and later found he was in possession of meth.

John Douglas Milam, 63, was taken into custody around 2:45 p.m. and charged with felony counts of possession of a controlled substance, meth, and possession of drug paraphernalia, each punishable by up to six years in prison, and a misdemeanor count of indecent exposure, punishable by up to one year in jail.

Milam appeared via video in Garland County District Court Friday where he pleaded not guilty to the charges. His bond was set at $2,500 and a felony review hearing to determine if the charges will be bound over to Garland County

Circuit Court is set for June 18.

According to the probable cause affidavit, AGFC Wildlife Officers Joe Weston, Bernie Soliz and Bradley Huggins were on patrol near Carpenter Dam when Huggins observed a white Ford pickup truck backed into the woods. Huggins saw a man standing next to the truck making hand movements consistent with self-stimulation.

Huggins observed the man, later identified as Milam, pull up his unbuttoned shorts and turn off his phone as the officers approached him. When asked, Milam gave Huggins his ID card and reportedly admitted he had warrants for driving on a suspended driver’s license.

An ID check confirmed Milam had multiple warrants out of Garland and Hot Springs counties.

When officers asked to search his vehicle, Milam allegedly told them there might there might be some “ice,” or meth, in the driver’s door pocket. Officers reportedly located a small baggie in the door pocket containing what later tested positive for meth, 0.8 gram, weighing scales in the glove compartment and a glass pipe in a leather pouch near the steering wheel.
