Frank Cooper Jr., known to most as “Bubba” or “Mr. Cooper,” passed away Monday, June 4, 2018.

Frank worked for Hot Springs School District and retired after 28 years of service. He, along with the late Clifford Coleman, helped to initiate a program known as a Watch Dog Program.
