Three face felony drug charges after two separate traffic stops

Two separate traffic stops by Hot Springs police resulted in the arrest of a local man and two local women Wednesday night on multiple felony drug charges.

The first incident occurred shortly before 7:30 p.m. when Officer A.J.

Tart was patrolling in the 4000 block of Central Avenue and made a traffic stop on an unlicensed white Ford passenger van that was northbound.

Before the van stopped, Tart reportedly saw the front seat passenger, later identified as David Scott Boring, 51, who lists a Hagen Street address, turn toward the back seat and then turn back around.

Tart approached the van and made contact with the driver, identified as Belinda Ann Yosel, 63, who lists a Chapel Street address, and asked for her vehicle paperwork and driver’s license and Boring began helping her locate the items.

A computer check showed Boring had a warrant for a probation violation and a search waiver on file, so he was taken into custody. In searching the area “within Boring’s reach” Tart allegedly located a camera bag in the back seat floorboard that contained seven plastic baggies with a total of

17.6 grams of what later tested positive for meth, packaged in smaller quantities ranging from 0.5 gram up to 3.8 grams.

Multiple empty baggies were found in the camera bag along with a loaded syringe. Neither Boring or Yosel would claim ownership of the items, so both of them were arrested and charged with possession of meth with purpose to deliver, punishable by up to 30 years in prison, and possession of drug parapherna­lia, punishable by up to six years.

Both remained in custody Thursday in lieu of $12,500 bonds, although Boring also had a zero bond hold on him for the probation violation. They are both set to appear today in Garland County District Court.

According to court records, Boring was convicted of possession of a controlled substance, meth, and possession of drug parapherna­lia in Garland County Circuit Court on Dec.

10, 2018, and sentenced to five years’ probation. He was arrested again on Oct. 1, 2020, on charges of possession of meth with purpose to deliver and possession of hydrocodon­e with purpose to deliver. He was later released on $20,500 bond and has an omnibus hearing set for April 13 in circuit court.

The second incident occurred shortly after 11:30 p.m. when Officer Christophe­r Gibson was patrolling in the area of East Grand and Crescent avenues and stopped a black 2015 Hyundai Accent driving without its headlights on.

As the vehicle stopped, the front seat passenger, later identified as Cynthia Deann Brown, 47, who lists a Mountain Valley Street address, got out and began walking south on Crescent. Gibson advised other officers of her whereabout­s and she was stopped in the area of Crescent and Lafayette Street.

Before they stopped her, officers noted they saw her throw a small baggie into a nearby wooded area. The baggie was reportedly found to contain 17.1 grams of marijuana, so she was taken into custody. She allegedly had another small baggie with 1.3 grams of what later tested positive for meth in her bra. She also had a glass pipe with meth residue in her pocket.

In searching her purse, officers found another baggie with 6.8 grams of suspected meth. Gibson spoke to the male driver of the vehicle and asked for his license and registrati­on. While “digging around” to find them, the driver knocked over a small flower bag revealing a baggie that was found to have 27.9 grams of what later tested positive for meth. They also found another bag with two syringes.

After being read her rights, Brown was questioned and reportedly stated everything that was found, including the marijuana and meth, a total of 36 grams, belonged to her and not the driver.

Brown was arrested and charged with possession of meth with purpose to deliver, punishable by up to 30 years, and possession of marijuana with purpose to deliver and possession of drug parapherna­lia, each punishable by up to six years.

According to court records, Brown was convicted in Garland County in July 13, 2015, of possession of drug parapherna­lia and sentenced to two years in prison. She was arrested again on Aug. 29, 2020, in Polk County on felony charges of traffickin­g a controlled substance and two counts of possession of drug parapherna­lia and the case is pending.
