Police reports shine light on Lilley Ave. shooting

LOWELL >> Moments before allegedly gunning down a man on Lilley Avenue on March 10, the 29-year-old alleged shooter is accused of pointing a gun at another man over a parking issue on Dalton Street, according to police reports.

Sovandara Khiaosoth, of Lowell, charged with several crimes, including armed assault with intent to murder, is currently behind bars, awaiting a dangerousn­ess hearing scheduled in Lowell District Court on Monday morning.

The hearing will determine if Khiaosoth will remain in custody as the case progresses in court.

Lowell Police said it was shortly after 10:35 p.m. March 10 when gunshots rang out on Lilley Avenue. Police reports available in court documents state officers arrived on scene to find a man laying on a sidewalk suffering from several gunshot wounds.

According to police reports, the man “was bleeding profusely from several areas of his body, including both legs and his back.” Officer Shane Goyette stated in the report that he applied a tourniquet to the victim’s upper left thigh, while other officers applied pressure to the wounds.

Police reports state the wounded man was semiconsci­ous and unable to communicat­e with officers about what transpired. He was rushed to Lowell General Hospital’s Main Campus, and then on to Tufts Medical Center in Boston for further treatment. According

to police reports, he was listed in stable condition at the time of the transport.

While investigat­ing the area, police said they located seven spent shell casings in front of 44 Lilley Ave. and a single live round in front of 15 Dalton St.

Police reports state witnesses to the shooting told investigat­ors the victim had just gotten out of his vehicle when he was shot by an unknown individual. After hearing several gunshots, one witness told investigat­ors that he saw the suspect run away from the scene on foot.
