Sicko Charged: James Harry Carr, Sr., 36, of Chester, was charged with sexually abusing teenage boys and possessing more than 1,000 child porn pictures and videos. The charges resulted from and investigation conducted by Detectives Mark Bucci Kenneth Bellis. Carr faces multiple counts of involuntary deviate sexual intercourse with a child, solicitation to perform involuntary deviate sexual intercourse, unlawful contact with a minor, and trafficking in minors, possession of child pornography, criminal use of a communication facility, and corruption of the morals of a minor, felonies of the third degree. Detectives were tipped of that Carr was paying teenage boys to perform sex acts. Carr hired friends, acquaintances, and teenage boys, to help him with chores around the house. Four victims told cops about Carr’s alleged sick acts in which he offered to pay them between $100 and $400. The crimes took place between April 2018 and June 2019, at homes in Colwyn and Chester, Delaware County. Detectives with a warrant raided Carr’s house July 15 and seized several electronic devices. Forensic searches of the devices turned up sexually explicit videos and images of individuals under 18, including of infants and toddles as young as 3, being raped by adults. Videos were located in a folder under the user profile “James.” “The actions of the defendant, James Carr, Sr., are horrifying and reprehensible, as he not only repeatedly sexually abused innocent children, but he further exploited numerous children by collecting and viewing child pornography,” District Attorney Kat Copeland said in a statement. “As he is currently incarcerated, he can no longer cause harm to any child.”
