POA Board discusses meeting changes

The POA Board of Directors spent part of their work session on Thursday discussing the timing of future meetings.

It started with a suggestion by Property Owners Associatio­n General Manager Tom Judson to address accounting issues by moving the regular board meeting to the fourth Thursday of each month. Judson explained that the later meeting would give the staff time to compile a preliminar­y report each month and check it for errors before filing their final report. Judson suggested that all three regular board meetings, the closed discussion meeting, the work session and the board meeting, move back one week. Moving the board meeting will require changing the bylaws.

Board member Jim Abrahamson suggested that work sessions could be skipped completely and discussion could take place at the the closed meeting that usually takes place on the first Thursday of each month. The board only votes at the board meeting. Usually work sessions, which are open to the public, give the board a chance to discuss the same agenda items that will be considered the next week.

John Nuttall pointed out that the work session agenda is published and the discussion is usually reported, so members know which issues are being considered. Some people will contact board members or even appear at the board meeting to give their opinions about specific issues.

Board member Pat Laury suggested that work sessions might be better attended if they were scheduled in the evening. Laury said the early morning meeting is very difficult for board members who are working.

Bruce Portillo disagreed, pointing out that most companies will allow employees the time off since serving on the board is a type of community service. He said the retired board members don’t want to give up their evenings.

In June, Andrew Davis, one of the few board members with a full-time job, resigned. Laury said Davis found it too difficult to attend the daytime meetings.

Chairman Ron Stratton asked Laury to draft a written proposal about the change, but, he said, having one early morning meeting and one evening meeting was a compromise.

Judson also presented three projects for board approval. The vote will be taken this week.

Restrooms need to be renovated at both Metfield and Blowing Springs parks. Judson wants both locations to have year-round facilities that are fully accessible for people with disabiliti­es. The Blowing Springs restrooms will have showers so it can be used by the people camping in the new primitive camp sites. Some of the funds for both projects were earmarked for ADA projects in the 2017 budget.

The RV Park entrance building will be enlarged with a restroom added for employees. The project was approved in 2015 and $30,000 was budgeted. Judson proposed adding some convenienc­e items for sale inside the building and adding $20,000 to the project out of funds set aside for ADA projects.The ADA money was already part of the 2017 budget, he explained, and isn’t needed for other work. Some $67,000 will remain in the ADA fund.

The board will also vote on two variances for golf course projects. The cart path project at the Highlands attracted only one bid, so Judson recommende­d waiving the requiremen­t for three bids. At the Country Club, flood repair projects on holes 2, 3, 4 and 8 drew two bids.

The board meeting will be at 6:30 p.m. Thursday.
