Benicia street resurfacing project continues near Lake Herman Road

- Times-Herald staff report

The City of Benicia Public Works Department announced an updated schedule for completion of the 2019-20 Citywide Street Resurfacing Project, which started on July 13.

The project will rehabilitate areas of 11 city streets mostly on the east side and industrial area of Benicia and on Lake Herman Road, for a total of approximately six lane-miles. The remaining work is scheduled for the following dates (subject to change) and locations.

Monday to Friday, Oct. 5 to 9: Lake Herman Road (Reservoir Road to East 2nd Street)

The work on Lake Herman Road is a joint project between the City of Benicia and the Public Works Division of Solano County Department of Resource Management. This joint effort provides cost savings to the City of Benicia by way of economies of scale since the County is including Lake Herman Road into their annual pavement maintenance project.

Solano County crews will perform a chip seal treatment, which is a two-step process that includes an application of asphalt emulsion followed by a layer of crushed rock to an existing asphalt concrete pavement surface. A chip seal seals and bonds the cracks in the existing pavement and gets its name from the “chips” or small crushed rock placed on the surface.

Saturday and Sunday, Oct. 24-25: Lake Herman Road (Reservoir Road to East 2nd Street)

Work is scheduled between 8 a.m. and 5 p.m. Effort will be made to minimize impacts to businesses and the traveling public.

The city’s contractor, Graham Contractors, Inc., will perform a micro- surfacing treatment over the Solano County’s chip seal. Micro- surfacing consists of the application of a mixture of water, asphalt emulsion, aggregate (very small crushed rock), and chemical additives to an existing asphalt concrete pavement surface.

T he micro - sur facing serves to improve the chip retention of the chip seal and smoothness of the driving surface. Together, the chip seal and micro- surfacing provide a cape seal treatment.

Dates to be determined: Lake Herman Road (westerly city limits to Reservoir Road)

This portion of Lake Herman road will be rehabilitated by the Solano County’s contractor with a treatment known as Full-Depth Reclamation ( FDR). FDR is an in- place recycling method for reconstruction of existing asphalt concrete pavements using the existing pavement section material as the base for the new roadway-wearing surface.

The treatment of the base layer and recycled asphalt provides a stronger foundation. This process effectively produces a cost effective solution that maximizes limited budgets. Additional information on the project is available in the July 16 and July 30 City of Benicia news releases.

Questions on the project should be directed to Daniel Sequeira, Deputy Public Works Director/City Engineer at (707) 746- 4240 or dsequeira@ci.benicia.ca.us.
