Missionary Patricia Ann Foster was born on April 2, 1953, to the union of Evangelist Ira Anderson Shaw and Missionary Annie Lee Shaw in Phoenix, AZ. Missionary Foster attended Abraham Lincoln Elementary School and Silvestre Middle School in Arizona. The family moved to Vallejo, CA where she graduated from Hogan High School in 1971.

Missionary Foster attended Bryman College to become a medical assistant. After graduating she worked in various medical offices and urgent care facilities in and around Contra Costa and Solano Counties. Missionary Foster loved the Lord. She dedicated her life after graduating high school at the Antioch Church of God In Christ in Vallejo.

The Fosters moved their membership to Trinity Church of God In Christ in Vallejo, until the Lord called Elder Foster to pastor the Church of God of Prophecy in San Francisco and then the St. Elizabeth Church of God In Christ in Vallejo. First Lady Foster served faithfully as the District Missionary of the Rhema District of the Church of God in Christ.

Missionary Foster was preceded in death by her parents, Evangelist Ira Anderson Shaw and Missionary Annie Lee Shaw; brothers, Levi Harris, Nathan Harris, Jimmie Harris Jr., Freddie Harris, Raymond Shaw, David Shaw; and her sister, Maxine Glover.

On August 29, 2022, the Lord called Missionary Foster home.
