QB Jameis Winston did not want to enter the regular season with the offense firing blanks in the red zone in the preseason. But that’s the story if coach Dirk

Koetter sits his franchise quarterback in the preseason finale.

The Bucs’ red-zone troubles continued as the No. 1 offense twice failed to reach the end zone under Winston in a 13-9 loss to the Cleveland Browns. One potential scoring threat ended on a Winston interception by Browns rookie CB Jabrill Peppers at the goal line.

The Bucs No. 1 offense is 1-for-6 inside the red zone under Winston this preseason, 2-for-7 as a team and has yet to score more than 12 points.

Kicker Nick Folk accounted for all nine points with field goals of 31, 42 and 43 yards.

Rookie watch: Secondround S Justin Evans was called for two unnecessary roughness penalties on the Bucs side of the field during a Browns’ TD drive in the fourth quarter. ... Third-round WR Chris Godwin caught four passes for a team-high 56 yards. ... Top pick TE O.J. Howard is making his mark as a blocker in two-tight-end sets but also is proving to be a solid receiver with four catches for 43 yards in the preseason. Noteworthy: Koetter rested 15 players against the Browns, including starting WRs Mike

Evans and DeSean Jackson. In all, nine starters sat out for various reasons. ... No. 3 WR Adam

Humphries left in the second quarter with a hip injury. ... Starting RB Doug Martin was limited to four touches against Cleveland in anticipation of him serving a season-opening three-game suspension for violating the league’s drug policy. Jacquizz Rodgers (10 carries, 34 yards) got the start.
