Le’Veon Bell said he didn’t look at his decision to skip the team’s offseason program and preseason as a negative. “I feel good,” Bell said via NFL Network on Monday, when he signed his $12.1 million franchise tag tender and resumed workouts with his teammates. “I feel great. I feel fresh.” The tag prevented him from negotiating with another team, and he and the Steelers failed to reach a long-term contract by the July 17 deadline. Because Bell wasn’t under contract until Monday, he wasn’t subject to any fines for his absences.
