Transfer of ‘safekeepers’ in Tennessee
From 2011 through 2017, Tennessee judges sent 324 jail detainees to state prison for “safekeeping.” The Marshall Project obtained court orders explaining the reasons behind the transfers for 171 of them. Some detainees were deemed safekeepers for multiple reasons.
