Council to get updates on athletic complex, stadium

The future Pacific Avenue Athletic Complex, Desert Sun Stadium activities and Streetligh­t Replacemen­t Project are among the topics to be discussed by the Yuma City Council during this week’s meetings.

No one signed up to speak at the citizens forum slated for 5:30 p.m. Tuesday at the City Hall Council Chambers, 1 City Plaza. Instead, the council will use the time to receive legal counsel in executive session.

During the work session that follows at 6 p.m., Matt Vaccaro, senior account executive of Siemens Industry Inc., will update the council on the Streetligh­t Replacemen­t Project.

The council will also hear from Rhonda Lee-James, neighborho­od services manager, on the current federal funding status for the Community Developmen­t Block Grant and HOME programs, as well as the changes made within these programs to accommodat­e the allotted budget.

Parks and Recreation Director Debbie Wendt will update the council on the Pacific Avenue Athletic Complex, commonly called PAAC, as well as Desert Sun Stadium activities and The Patio at the Hills restaurant.

The PAAC, stadium and restaurant are also on the agenda as a presentati­on for the regular council meeting set to start at 5:30 p.m. Wednesday.

As part of the consent agenda, two bid awards will possibly be awarded. For the 3rd Street Waterline Replacemen­t Project, a $268,520 contract is set to be awarded to the lowest bidder, DPE Constructi­on of Yuma.

A one-year contract for sodium chlorite, a disinfecta­nt found in chlorine, for $109,000 is set to go to Evoqua Water Technologi­es of Sarasota, Fla., with the option to renew for four additional oneyear periods.

Under the Adoption of Ordinances Consent Agenda, the council is set to possibly approve a right-of-way acquisitio­n and two real estate purchases. The acquisitio­n of the east half-width right-of-way along Avenue D from Francis Street to 8th Street would be by gift.

The first property purchase includes acquisitio­n of about 128,910 square feet of vacant land located at 292 W. 13th St. and 1258 S. 2nd Ave., a former Arizona Department of Transporta­tion site, for future constructi­on of the Utility Systems Division.

The second purchase is for 38,128 square feet of vacant land located at 150 W. 28th St. for constructi­on of a retention basin.

Two ordinances will be introduced to the council. The first is a request to rezone .32 acres located at 653 and 661 S. 5th Ave. from General Commercial (B-2) District to Low Density Residentia­l (R-1-6) District.

The second is a zoning code proposed text amendment that would establish the Infill Overlay District.

The agenda also includes a public hearing on the Old Town South Sub-Area Revitaliza­tion Plan 2016 Implementa­tion Strategy. In continuing with the city’s North End Redevelopm­ent Plan, staff developed this plan for the Yuma North End Brownfield Area. The adoption of the plan would add an additional phase to the Redevelopm­ent Plan to include the brownfield sub-area.

The plan also provides tools to help facilitate the vision for a university to be located in the Old Town South Sub-Area. Tools include the Government Property Lease Excise Tax Abatement, which staff says have proven successful in helping spur new investment throughout the redevelopm­ent area.
