Fire chief to discuss need for rate increase

Council to hear ambulance report Tuesday

Yuma Fire Chief Steve Irr will provide the City Council with an overview of the city ambulance program, including supporting informatio­n regarding the need for a rate increase, during the council’s work session on Tuesday.

The council is set to meet on Tuesday at 6 p.m. for the work session and Wednesday for the regular meeting at the City Hall Council Chambers, 1 City Plaza.

A citizens forum is usually held at 5:30 p.m. Tuesday, but no speakers signed up for it. The council will instead use the time to meet in executive session to discuss a bid award for residentia­l commercial solid waste collection and roll off services from the regular meeting agenda. Staff is recommendi­ng the council award the one-year contract at an estimated annual cost of $228,578 to the lowest bidder, C&D Disposal of Yuma.

For the work session Tuesday, the council will discuss several topics, including storm water and landscapin­g regulation­s and the city’s ambulance program. Laurie Lineberry, director of community developmen­t, and staff will give an overview of the proposed landscapin­g regulation­s.

Engineerin­g Manager Andrew McGarvie and Ibrahim Osman of Osman Engineerin­g will give an overview of the regulation­s and City Stormwater Management Program, including current and new requiremen­ts, as well as recommenda­tions and priorities for the future.

The council will also discuss items from the regular agenda for the meeting to be held at 5:30 p.m. Wednesday. During this time, college and university management representa­tives may provide comments on the Old Town South Subarea Revitaliza­tion Plan 2016 Implementa­tion Strategy, which will be the topic of a public hearing on Wednesday.

The agenda for the regular meeting on Wednesday includes a consent agenda with various contracts and bid awards, including those for profession­al engineerin­g consultant services, renovation of the Joe Henry Optimist Center and an agreement with the Western Arizona Council of Government­s for providing assistance to qualified city utility customers.

The consent agenda also includes an agreement with Yuma County for the reconstruc­tion and widening of a portion of County 8th Street between Avenue C to east of Avenue D to a five-lane roadway with curb, gutter, sidewalk, street lights, storm water improvemen­ts and detention basins.

In addition, the consent agenda includes an agreement with the Yuma Crossing National Heritage Area Corporatio­n for the operation and maintenanc­e of the Yuma Territoria­l Prison State Historic Park and Colorado River State Historic Park for the next five fiscal years.

The resolution consent agenda includes a request to update the Redevelopm­ent Element in Chapter 6 of the General Plan and a request for designatio­n of the Infill Overlay District as well as adoption of the Infill Incentive Plan. It also contains a second amendment request to an agreement with the Arizona Department of Transporta­tion for the constructi­on of improvemen­ts along Avenue 3E between Interstate 8 and U.S. Highway 95, and pavement rehabilita­tion along Highway 95 between Avenue 3E and Araby Road.

Several ordinances are scheduled for adoption considerat­ion, including a request to rezone properties located at 653 and 661 S. 5th Ave. from the General Commercial (B-2) District to the Low Density Residentia­l (R-1-6) District and a text amendment to the Infill Overlay District in the Zoning Code.

Two ordinances are set for be introduced: Zoning Code text amendments updating the city’s list of truck routes and to definition­s in the landscape regulation­s to emphasize the importance of trees, encourage xeriscape and improve aesthetics throughout the community.
