Possible open meeting law violation on council agenda
No speakers have signed up for the citizens forum scheduled for Tuesday; instead the city council will take the time to discuss in executive session various issues on Wednesday’s regular meeting agenda, including a possible violation of the open meeting law by the city’s Industrial Development Authority.
The citizens forum is set to begin at 5:30 p.m. in the City Hall Council Chambers, 1 City Plaza.
The council will also discuss behind closed doors the future inclusion of maintenance districts in development agreements; school resource officers contracts with school districts; Tier I-III salaries and personnel grants for public safety officers; and Administrative Regulation No. 3: Employee Conduct.
Afterward, the council will hold a work session starting at 6 p.m., during which members may discuss any item on Wednesday’s regular meeting agenda. The agenda indicates the council might also use this time to continue discussion of the items listed for executive session.
The Motion Consent Agenda for Wednesday’s regular meeting, which starts at 5:30 p.m., includes cooperative purchase agreements for three automated side-loading collection trucks for $892,893 and a sewer cleaner/vacuum system mounted on a heavy-duty truck chassis for $402,499; electrical services contracts for streetlights, traffic signals and stormwater lift station repairs; a contract for water and wastewater treatment plant infrastructure refurbishment and replacement; a grass purchase for $118,500; the 2017 Annual Action Plan for the Community Development Block Grant and HOME Investment Partnership Funds; and final plats for the Desert Sky Unit No. 1 Subdivision and Desert Oasis Subdivision Unit No. 3.
As part of the Resolution Consent Agenda, the council will consider election consolidation, voting center locations and appointment of an election board; a pre-annexation development agreement with South Avenue B LLC; and development fee deferrals for Cielo Verde Unit 5 and Ellington subdivisions.
Up for possible adoption is a Zoning Code text amendment ordinance updating the city’s list of truck routes. Another Zoning Code text amendment will be introduced, this one regarding landscape regulations.
The council will also hold a public hearing on the Old Town South Subarea Revitalization Plan 2016 Implementation Strategy and might possibly adopt a resolution in conjunction with the hearing.
