Council will eye new rules for commercial vehicles

In recent years, some Yuma residents have voiced concern about the lack of city regulation­s regarding idling of commercial vehicles within residentia­l neighborho­ods. In response, the City Council will mull over a proposed amendment that would place a limitation on the amount of time permitted for the standing, idling or parking of certain vehicles to no more than five consecutiv­e minutes.

The council will consider the issue as part of the Wednesday regular meeting set to be held at 5:30 p.m. Wednesday in the City Hall Council Chambers, 1 City Plaza. The item will be part of the Introducti­on of Ordinances agenda.

The council will also recognize state Sen. Lisa Otondo and state Reps. Don Shooter and Charlene Fernandez during the meeting.

But before Wednesday’s regular meeting, the council will gather for a Citizen’s Forum at 5:30 p.m. Tuesday. Bill Mowczko will talk to the council about the “need for the city to resolve potential safety, traffic and beautifica­tion issues” along 45th Avenue that runs parallel to the Park West Unit 4 subdivisio­n.

The final plat for the subdivisio­n is on the agenda for Wednesday’s meeting. It is located at the northeast corner of 45th Avenue and 28th Street. The applicant is Dahl, Robins and Associates, on behalf of Park West Yuma Developmen­t and Yuma Valley Land Company.

After the Citizen’s Forum, the council will hold a work session at 6 p.m., during which members will consider items from the regular meeting agenda. Among the Motion Consent Agenda items are the following:

• A memorandum of Understand­ing with Gowan Company to allow for a beautifica­tion initiative on the east side of the East Main Canal Linear Park, as a gift to the residents of Yuma.

• The final plat for the Cielo Verde Unit 3 Subdivisio­n located at the southeast corner of Paraiso Parkway and 35th Street. The applicant is The Jacobson Companies.

• An agreement to provide the Yuma Visitors Bureau with $600,000 in funding for Fiscal Year 2017-2018.

In addition, the council might adopt an ordinance amending the definition­s of the landscape regulation­s in the Zoning Code to emphasize the importance of trees to provide shade, reduce energy consumptio­n, absorb stormwater runoff and improve air quality; to encourage xeriscape, lowwater use landscape design; and to improve aesthetics throughout the community. This item appears under the Adoption of Ordinances Consent Agenda.

As part of the Introducti­on of Ordinances agenda, the council will consider the following:

• Text amendments related to rooming and boarding houses and the residentia­l zoning districts which will allow them and rules that would allow the voice or video appearance by planning and zoning commission­ers at meetings.

• Rezoning of 2.49-acres of property at 5875 E. Gila Ridge Road from the Agricultur­e District to the Light Industrial District.

The council will also hold public hearings for the following items:

• An amendment to the Yuma 2012 General Plan, Chapter 6 — Redevelopm­ent Element to ensure the boundaries of the areas identified in this element are consistent with the most recently adopted Redevelopm­ent and Revitaliza­tion Areas.

• A request to amend the General Plan to change the land use designatio­n from Medium Density Residentia­l to High Density Residentia­l for property located at the northeast corner of 15th Street and Avenue B. The applicant is Ghiotto Family Properties.
