Vote results, recount on City Council agenda

Meetings will be held Tuesday, Wednesday

The Yuma City Council will be canvassing the results of the Nov. 7 general election during Wednesday’s regular meeting. Through a resolution, the council is expected to declare Deputy Mayor Gary Knight and former councilwom­an Leslie McClendon as elected to the council by a majority of votes.

The canvass declares the margin of votes between candidates Karen Watts and Gregory Counts is five, triggering an automatic recount of the votes. Before the recount can occur, the council must certify the facts to the Arizona Superior Court in Yuma County. A separate motion will certify these facts at the meeting.

However, the council will first meet in a work session at 6 p.m. Tuesday. Both meetings will be held in the City Hall Council Chambers, 1 City Plaza

During the work session, the council will discuss items on the regular meeting agenda for Wednesday. It includes three public hearings, including one on the Aug. 8 report titled “Developmen­t Impact Fee Certified Audit” and conducted by the Developmen­t Planning and Financing Group. The audit covers the fiscal years ending June 2015 and June 2016.

City code requires the report in lieu of an appointed advisory committee and consists of a biennial certified audit of the city’s land use assumption­s, infrastruc­ture improvemen­ts plan and developmen­t fees.

In addition to posting the findings of the audit on the city’s website on Aug. 28, a public hearing is required within 60 days of the release of the audit to the public.

Other hearings will address annexation of property located at the southeast corner of Avenue 3E and 40th Street, which is owned by the city, and a request to amend the Yuma General Plan to change the land use designatio­n of property located at the southwest corner of Avenue 7½E and 36th Street from Public/Quasi-Public to Medium Density Residentia­l. The applicant is Smoketree Desert Land.

The motion consent agenda includes a lease-purchase agreement with Motorola Solutions for the purchase of portable two-way radios and maintenanc­e services at an estimated cost of $1.03 million. The cost of the equipment would be spread over a seven years.

This agenda also contains a grant agreement with the Arizona Department of Homeland Security for reimbursem­ent of up to $69,000 in costs for materials, labor and travel expenses used for infrastruc­ture upgrades to the Yuma Regional Communicat­ions System Regional Microwave Radio Network.

In addition, the council will consider an agreement with Harvest Preparator­y Academy to use Desert Sun Stadium to relocate students in the event of an emergency and a contract for profession­al insurance broker and risk management consulting services with the Scottsdale firm of Willis Towers Watson/Willis of Arizona

The first year cost for these services is estimated at $34,500 for 2018 with a total estimated cost of $182,500 over the five-year life of the contract.
