Trash cans don’t belong on the sidewalks

So curbside trash collection to me means trash containers should be placed curbside and not on the sidewalk. Or am I missing something here?

Many a year ago in Phoenix a mother and child where stuck by a vehicle because the mother and child walked into the street to get around a trash container. The home owner and the city where sued and both lost. I use the sidewalks and as I look out my front window I see others that do the same. Please curb your curbside containers. STEPHEN PAVLAK Yuma
