County supervisors to adopt final budget Monday
The Yuma County Board of Supervisors is set to adopt its final budget for the coming budget year Monday, which is also the first day of fiscal 2019-20.
There’s three pieces to the process of adopting the fiscal plan, starting with a public hearing on the budget and the Truth in Taxation hearing, required by the state because the proposed primary and secondary taxes are higher than last year, when excluding the value of new construction.
That’s followed by a joint resolution covering the Yuma County’s budget plus those of its flood control, library, jail and public health districts.
Lastly, there’s a third resolution adjusting compensation for all county and county district employees.
All told, the total proposed county budget includes about $270 million in expenditures from four main funds:
• $110.5 million for the general fund, which is predominantly property tax and state-shared revenue. Funds most public safety and other day-to-day expenses.
• $145.4 million in special revenue, collected for specific uses for special districts, user fees and other sources.
• $7.2 million for capital projects, including the completion of the remodeling of the county-owned office building at 197 S. Main St.
• $7.2 million for debt service payments.
The meeting will begin 9 a.m. Monday in the Board of Supervisors auditorium, 198 S. Main Street. Other agenda items include:
• An agreement between the Yuma County Board of Supervisors and Yuma Regional Medical Center for medical examiner services for $236,708 from July 1-June 30, with options for annual extensions up to five years total.
YRMC had notified the county it would not be renewing the contract of Dr. Victor Alvarez, who had been serving as the county’s medical examiner. At the hospital’s suggestion, the county will contract directly through YRMC for medical examiner services.
• A request from KDC of Yuma, LLC, for modifications to the county’s subdivision regulations for sidewalks, perimeter roads and major collector streets for the proposed Purple Mountain Ranch subdivision, located on the northeast corner of Camino del Sol and Calle Ventana in Mesa Del Sol.
• Rezoning a 42,492 square-foot property on County 14th Street west of Avenue 14 1/2 E from Local Commercial (C-1) to Low Density Residential — 20,000 square feet minimum (R-1-20), as requested by owner Sashas Arizona LLC.
• Rezoning of a 4.55-acre parcel at the southeast corner of Avenue 14½E and Pamela De Fortuna from Rural Area-10 acre minimum (RA-10) to Suburban Site Built-2 acre minimum (SSB-2), requested by owners Steve Olafson and Shannon Mason.
• A discussion concerning a possible text amendment to the zoning ordinance section governing temporary buildings and site uses.
• A work session will follow the regular meeting for the presentation and review of the Comprehensive Permitting and Enforcement Policy for the Department of Development Services. This includes setting definitions, procedures and priorities for issuing building permits and enforcing zoning ordinances.
