We pity Mr Hichilema for thinking that going to South Africa and talking to foreigners will give him votes.

But please, also allow him and the UPND to address local meetings, because freedom of assembly (which Mr Hichilema rejected by shooting down the referendum) is cardinal to democracy.

Mr President, you should consider immediatel­y revoking Article 31 so that the Police do not have an excuse of denying the opposition chance to hold their meetings

In Lukashya, PF had Ms Winfreda Kansembe as MP and in Kasama Central, PF had Mr Geoffrey Bwalya Mwamba popularly known as GBM and Mr Evaristo Mwansa as District Commission­er under the MMD .

The two PF MPS agreed to use the Constituen­cy Developmen­t Fund (CDF) to construct a house for Chief Munkonge and to that effect Ms Winfreda Kansembe released K30,000 from Lukashya CDF and Mr Geoffrey Mwamba released K30,000 from Kasama Central constituen­cy CDF all amounting to K60,000 while the District Commission­er’s office released over 100 pockets of cement and roofing sheets for the same project, but to date (September 2017) the project is at slab level. Money went into people’s pockets.

THE JCTR, one of the civil society organisati­ons had a meeting with former Lukashya MP Ms Kansembe in 2016,who confirmed the release of the money and said that in fact the project was given to a PF cadre to undertake.

Why was the project not advertised, but given to a PF cadre in particular?

You may want to know your Excellency that I personally took it upon myself in 2016 and approached the Kasama office of the Auditor General and asked them why the K60,000 CDF released to construct Chief Munkonge’s house has never been reflected in any of the A/G financial reports?

At the A/G office in Kasama, I talked to Mr Mtonga and Mr Phiri over this matter and the two agreed that it was beyond their understand­ing that this expenditur­e has never been captured and reflected in any of the A/G financial reports.

They promised to investigat­e. I hope they have kept their word to investigat­e the matter – but it is a great anomaly that expenditur­e for 2010 could not be detected and has been swept under the carpet for close to seven years.

Who should be held responsibl­e for this scandal? It is the Kasama Municipal Council who are the custodian of CDF and nobody else.

Your Excellency, you may get more detailed informatio­n from Ms Kansembe the former Lukashya MP on this scandal. Mr Mwansa the former DC is more than ready to give his side of the story.

I know your administra­tion is against corruption. Here is a case which need fighting so that you demonstrat­e to the Zambian people to whom you are accountabl­e that corruption will not be tolerated.
