OVER K1MILLION PAID TO GHOST WORKERS
OVER K1 million was irregularly paid to 33 officers who were introduced on the Ministry of Health payroll without appointment letters from the Public Service Management Division (PSMD), the 2016 Auditor General report has revealed.
And the report states that an officer from Chipata District Medical Office who resigned on 23rd September 2015 and was removed from the payroll, was re-introduced on the payroll in December 2016 without a letter or contract of re-engagement from PSMD.
The AG report indicates that, contrary to the Terms and Conditions of Service for the Public Service No. 4, amounts totaling K1, 200, 351 were irregularly paid to 33 officers who were introduced on the payroll without relevant appointment letters.
The report points out that 24 officers stationed at Kabwe District Medical office were paid a total of K 893,799 without appointment letters.
It further states that K 16,642 was irregularly paid to 3 officers at Kapiri Mphoshi District Medical Office.
The AG report indicates that 2 officers at Chibombo DMO were irregularly paid K 138,846, 2 at Kasempa DMO K75, 833 and another 2 officers at Mporokoso DMO were paid K 75,230 without appointment letters.
“Contrary to the Terms and Conditions of Service for the Public Service No. 4, amounts totaling K1, 200,351 were irregularly paid to thirty three (33) officers who were introduced on the payroll without appointment letters from the Public Service Management Division (PSMD),” the report reads in part.
Meanwhile, an officer from Chipata District Medical Office who resigned on 23rd September 2015 and was removed from the payroll, was re-introduced on the payroll in December 2016 without a letter or contract of re-engagement from PSMD.
The reports states that the head count and review of the officer’s personal file conducted in May 2017 revealed that the officer never reported for work since resigning.
It States that In this regard, the payment in December 2016 of a salary of K3,100 to the officer was irregular.
