Give us plots or else…

By KALOBWE BWALYA ONE of the applicants who applied for land in Kabwe’s Kamakuti area has threatened to sue Kabwe Municipal Council for failing to allocate plots and give them recommenda­tion letters despite a directive from Lands Minister, Jean Kapata.

Mr Charles Chomba, one of the affected persons has threatened to drag the council to court for failure to allocate plots and give them recommenda­tion letters.

In a demand letter availed to the Daily Nation, Mr Chomba is demanding for the immediate allocation of two residentia­l plots numbered 64 and 741 situated in Kamakuti area.

Mr Chomba said despite several follow-ups together with his colleagues they have never been given any proper answer by the council on the delay to give them title deeds.

Mr Chomba said he paid all the fees in full as stipulated in the demand notices and the receipts were issued by the council, but no plots had been allocated to him.

He said the offer letters that they were given by the council also recommende­d by the Commission­er of Lands to applicants for endorsed location plans showed the plot’s allocation­s.

“My applicatio­ns were successful and I was given offer letters together with the demand notices dated January 30, 2017 in respect of the above mentioned plots, I paid all the fees as stipulated in the demand notices and receipts were issued to this effect by your office.

“It is for this reason that, I strongly demand for the immediate allocation of the above mentioned plots (stands) to me within 14 days from this date hereof so that I can start developing, failure to which I will have no further recourse, but to take the matter to court,” reads part of the letter.

And Ms Kapata has again directed officials in Kabwe and Ndola City Council to start processing papers for all those who were given land and offer letters because they were not affected by the suspension of land issuance.

In an interview with the Daily Nation, Ms Kapata stated that citizens with offer letters were not affected by the suspension, therefore the Lands officials in Kabwe and Ndola should start processing the papers for those who were given plots.

Ms Kapata said during the suspension, the Ministry of Lands would be the one in-charge of land through provincial lands officers in terms of creating and giving out plots to the people until further notice.

“People who applied for the plots before the suspension should be given their plots and letters without any delay, therefore the Ministry of Lands in Kabwe should deal with all the cases by processing their papers. There is nothing wrong because they already have valid papers.

“And I am urging the people to continue paying their dues if it’s at the council or Ministry of Lands to avoid being in conflict with the law,” said Ms Kapata.
