Introduce performance contracts in councils - Hamududu
THERE is need to introduce performance contracts in all councils across Zambia to improve the quality of service delivery which is currently pathetic, Party for National Unity (PNU) president Highvie Hamududu has said.
Mr Hamududu said the problem with the councils was not lack of implementing the decentralisation policy but it was basically inefficiency in the manner of their service delivery.
In an interview with the Daily Nation, Mr Hamududu advised the Ministry of Local Government to introduce performance contracts so that there was a minimum of threshold for performance among the councils.
Mr Hamududu said that the councils were neither controlled by the opposition or the ruling party which was pathetic and they were not able to maintain simple things like roads in the urban areas.
He explained that if such a system was put in place it would help councils improve in their service delivery and those who would not perform accordingly would be weeded out.
Mr Hamududu said the performance contracts would help the councils with checks and balances in basic services such as the issue of the clearness, solid waste management and ensuring that the business complied with the by-laws.
“There are by-laws that compel all businesses to keep their premises clear but you find they are making money but they are not clearing their environment. “The rates which the residents are paying must be used for service delivery but you find all the money goes for workshops,” he said.
