Chongwe town clerk suspended

The Local Government Service Commission (LGSC) has suspended Chongwe Municipal Council town clerk Levis Ngoma for alleged abuse of authority and dishonest conduct.

The Commission also suspended 12 directors and officers for alleged illegal dealings.

LGSC chairperso­n Amos Musonda told journalist­s at a briefing yesterday that Mr Ngoma allegedly paid himself social holiday allowances contrary to the provisions of the ministry of Local Government circular no. MLGH/101/8/4 dated 13th August 2014.

Mr Musonda said the Town clerk and officers also allegedly paid themselves commutatio­n of leave days in excess of their individual accumulate­d leave days.

“They paid themselves commutatio­n of leave days in excess of their individual accrued leave days. As at October, 2017 the town clerk Mr Levis Mumba had accrued 22 leave days but paid himself commutatio­n of leave days for 30 days which days clearly he did not have. The scenario is the same for the other directors and officers. Commutatio­n of leave days and salary advances were paid on one voucher with a single narration contrary to the provisions of the financial regulation,” Musonda said. Musonda asked the acting town clerk Jovies Ngoma to immediatel­y institute disciplina­ry action against the directors and officers.
