CORRUPTION UNDER CONTROL AT LANDS – MINISTER

CORRUPT practices in the Ministry of Lands and Natural Resources are under control, Minister Jean Kapata has said.

Ms Kapata said with the Zambia Integrated Land Management Information System (ZILMIS) in place, corruption would completely be eliminated.

She admitted that in the past there were some reports of corruption in the processing and issuances of certificates of title deeds.

Ms Kapata however, assured that such practices would be a thing of the past, as the new Information system would transparently control the process. The minister was responding to Liwa Member of Parliament (MP) Situmbeko Musokotwane who wanted to find out how the new system would help to fight corruption in the ministry.

“At the moment the corrupt practices in the ministry are under control, and with the new system, there will be no way one property will have two title deeds, because the computer would reject that. So the ZILMIS is going to make sure that there are no properties that would appear to have more than one title,” Ms Kapata said.

And when presenting her Ministerial Statement on the implementation of the National Titling Programme, Ms Kapata said Government was making steady progress towards the realisation of the 2018 target of processing and issuing 300,000 certificates of title.

She said measures had been undertaken to achieve the set target.

“Some of the measures we have put in place are; Identification of the sites and properties to contribute to the target of 300, 000 certificates of title in 2018, Creation of a National Titling Centre and improvements to the ZILMIS to enhance processing and issuance of certificates of title,” she said.
