- By KALOBWE BWALYA

NO District Commissioner has been allowed to campaign in the Mangango by-election in Western Province, Vice President Inonge Wina has told Parliament.

Ms Wina said no government vehicles had been assigned in the Mangango by-elections campaigns because all the vehicles were secured from Lusaka. The Vice President said the DCs had not been allowed by the central committee to participate in the campaigns in Mangango and there were no government vehicles being used in the campaign. She was responding to UPND Monze Central Member of Parliament Jack Mwiimbu during the Vice President’s question time yesterday. He wanted to know why DCs from Western Province were taking part in the campaigns in Mangango and were using government vehicles. Ms Wina said all the campaign vehicles that were being used in Mangango had been se-cured from Lusaka and were not Government vehicles, therefore the information Mr Mwiimbu were not true compared to what was on the ground. Meanwhile, Ms Wina said all the Permanent Secretaries appointed under the Patriotic front Government were well trained and qualified for their jobs. She said the Permanent Secretaries were scrutinised before their appointments to ensure that they were qualified to run their respective offices. The Vice President was responding to Forum for Democracy Development (FDD) Chiengi Member of Parliament Given Katuta who wanted to know whether Government was considering extending the verification of academic qualifications to permanent secretaries.
